The library is now fine free.

Our goal is to remove barriers to library access, promote inclusion, foster a sense of community, and encourage use of the library.

As part of our Fine Free Initiative, we no longer charge fines for overdue materials. There are also many other changes that we hope will create a better library experience for you. Please continue reading to learn more about the details of our new policy.

Overview

  • All outstanding charges on patron accounts were cleared at the beginning of our Fine Free Initiative.

  • We no longer charge late fees for overdue materials.

  • City of Manchester and Rural Delaware County residents who don’t have proof of residence/ID to get a regular library card can sign up for a digital card to use our online resources including e-books, audiobooks, and more.

  • People without library cards can use visitor passes for internet computers.

  • Cardholders can use online resources and internet computers regardless of any charges on their library cards.

How It Works

  • Due dates still exist, but there are no fines. Patrons are encouraged to return items by the due date as a courtesy to other people who may want to check out those materials.

  • Anyone who has overdue materials cannot check out physical library items until the materials are returned or the replacement fee is paid.

  • Two months after the due date, patrons will be charged a replacement fee for lost/destroyed materials.

  • Anyone with $10 or more of charges on their account cannot check out physical items. We can work with people to set up flexible payment options.

The Stats

  • Overdue fine payments make up less than 1% of our annual budgeted expenditures.

  • 87% of cardholders who had their accounts blocked due to owing the library money let their cards expire. All of these patrons have a fresh start and can fully access the library again.
