Manchester’s library was funded in part by Andrew Carnegie, a businessman, and philanthropist of the 19th century. He donated funds to construct libraries across the United States. Today, Manchester’s library is the third oldest Carnegie public library being used as a library in Iowa.

The mission of the Manchester Public Library is to enrich the lives of the people it serves by providing for users of all ages materials of recreational interest, by providing resources for continuing education, and by fostering a learning environment for the community.
